ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The prevention of crime and disorder
Key staff such as the Duty Manager, Creche, Receptionist, Riverside Cafe have communication through radio. Key reception points have communication through radio, pager landline and closed circuit line.
Door supervisors specific to event security are employed according to the normal operating procedures at each applicable event to aid our event staff. They are registered with the Security Industry Authority and female staff are included in the party. Staff names and qualifications are recorded before each event.
If not applicable for external staff the event is wholly staffed stewards for crowd control and evacuation purposes.
Staff monitor behaviour, restrict access to drink and drink containers.
CCTV is employed internally at the point of sales and externally in the car parking areas. The video is time locked and kept for 31 days.
Maximum numbers have been set by the Fire Service for various layouts as itemised in the Entertainment Licence from a maximum of 1750 Pop Concert to a lower level of 200 persons in the Secondary Hall. These are complied with. Any alterations to this is first approved by the Fire Service.
A Proof of Age Scheme is in place on public display. The Proof of Age Scheme states that if questioned the customer must show a photo proof of ID accredited under the Proof of Age Standards Scheme (PASS) a citizens card supported by the Home Office a photo driving licence or passport.
A notice will be displayed showing the trading hours and Licensable Activities on the conclusion of the entrance build, (scheduled September 2005).
The Sands Centre will apply to become a member of the "Pubwatch" Scheme.
From July 2005 a Personal Licence holder will be on the premises when licensable activities are occurring.
Public safety
An Emergency Action Plan (EAP) is in place for arrangement for builidng evacuation including disabled persons.
The building operates a planned preventative maintenance schedule and has qualified staff on hand for reactive issues.
Escape routes are checked as clear and in good repair at the opening of the venue, during the day and through key events. All doors comly with relevant guidelines including signage.
Check sheets are in place for licensable and non-licensable activities.
Seating complies with fire retardancy standards.
At all times the venue is required for an event activity, event customer numbers are known and recorded.
Fire action notices and emergency evacuation signage is on display.
Nominated persons are present with responsibility for the evacuation and contacting the fire brigade.
Emergency vehicular access is available to the building.
First Aid equipment is available including a designated room and qualified person(s) responsible.
Lighting levels have been agreed with emergency lighting in place. The emergency lighting is checked monthly and annually and recorded.
Sanitary facilities are provided and maintained.
A Registered Medical Practitioner will be present at sports entertainment involving boxing, wrestling, judo, karate and other of similar nature.
When a "ring" is required this will be installed by competent persons, with the 2.5 metre perimeter complied with.
Use of special effects will be requested to the Council within 5 working days prior to the event where required.
The following dedicated event staffing levels apply to events:
Up to 600 capacity 6 staff
600 - 800 capacity 8 staff
800 - 1,000 capacity 9 staff
1,000 - 1,200 capacity 10 staff
1,200 - 1,400 capacity 11 staff
Standing Concert 1750 capacity 15 staff
Additional operational staff are available to aid in the event of an evacuation for all concert types. Additional suitable qualified external staff are employed depending on the event type.
Gangways and floor areas are kept free from standing/seating public at all times.
Clothing and objects are not allowed to be hung from the balconies.
Fire detection systems are tested weekly, quarterly and annually.
Fire extinguishers are tested weekly and annually.
The electrical installation is inspected annually.
The gas boilers are tested annually through a CORGI registered fitter.
The retractable seating is regularly inspected and reported annually.
The prevention of public nuisance
Please see the attached plans for the location of the licensable activities.
The building has been designed to stop noise vibration through the walls during an event.
Noise levels are controlled and doors remain closed unless during an emergency.
Dispersal techniques are employed at the end of the concert.
Refuse is collected through normal working hours.
No offensive smells are created on the premises.
Waste materials are contained in "Eurobins" and collected by a reputable contractor.
No external light causes a nuisance to nearby premises.
The protection of children from harm
Where an entertainment activity contains an age restriction this will be complied with.
Where a performance is especially for children, unaccompanied children will not be allowed to stand on the first floor.
Backstage facilities are large enough to accommodate the relevant numbers of children taking part in a performance.
Chaperones are employed and are qualified to supervise children engaging in theatre led activities.
Alcohol will not be sold to persons under the age of 18.
The venue complies with the Portman Group Code of Practice.
Only suitably qualified persons will sell alcohol.
From July 2005 a Personal Licence holder will be on the premises when licensable activities are occurring.
A Child Protection Policy is in place.
