a) General - all four licensing objectives (b,c,d and e)
I will endeavour to promote all 4 licensing objectives throughout our business activities. By promoting these licensing objectives, I hope to keep the public safe and happy and help to prevent crime and disorder as well as public nuisance. I will pay special attention to keeping children from harm in our activities, given the harm alcohol can cause to a young child.
Some of the key things I will do to meet these licensing objectives will be avoiding all irresponsible drinks promotions, to prevent binge drinking and also crime and disorder in the local area. I will also work with the pub watch scheme in order to not serve people who have been caught via this scheme which will also aim to prevent crime and disorder in the community. I will only use sealed plastic containers for our products, to be responsible and avoid any damage to other people or other premises. Responsible drinking will be promoted at all points of sale also. Due to the location of our premises the prevention of public nuisance should not be issue, but I will limit all noise and waste coming from the premises, and operate though the day into the evening, to avoid any noise at night that may disturb the public or other concerned parties.
As mentioned, the prevention of children from harm is key for the business. I will be operating a challenge 25 system at all points of sale and will display adequate warning signs on all physical touch points the business has (Social Media/Word of Mouth/Flyers etc.) I will also keep a record of refusals log to keep track of all sales that were refused, to help keep my business running accordingly with relevant licensing regulations and UK law.
All 4 licensing objectives have been broken down into more detail below:-
b) The prevention of crime and disorder
I will aim to prevent crime and disorder as much as I reasonably can in accordance with the time licensing objectives.
I will be doing this in numerous ways, such as using plastic containers for our products instead of glass bottles to avoid our bottles being broken or used as weapons. These bottles will also recyclable, which will help objective D. The bottles will also have lids to keep them from being spilled/shared/spiked. I will sell all the products responsibly to people who are sober and will not serve anyone under the influence as this is a criminal offence. Despite not selling produce for consumption on site, we will have a fridge readily stocked with water, to help any of our customers and I will keep some in the vehicle when delivering if I feel any customer is in need of some.
My marketing efforts also will not encourage excessive consumption and will be socially responsible as they will be targeted at people over 18, in order to help protect children and young adults. I will also have a limit on the amount people can buy, to avoid promoting binge drinking.
Despite no being a premises that allows consumption on site I would be happy to work with the pub/club watch schemes also, to keep our customers protected. The premises is also monitored by CCTV outside to always keep effective control of business’s operations. The unit is situated at the back of the Enterprise Centre, essentially hidden away within the compound, allowing for good overnight safety. The unit will be well lit inside and outside also to keep in accordance with the current health and safety measures. The location and unit I have chosen is out of the town centre and owned by the council, which will help lower the opportunity for crime and disorder around the premises. This has been discussed with the licensing officer at Cumbria Constabulary. It is in a retail park so it is permanently monitored, which will also help to prevent crime and disorder around the premises. Our customer profile has also formed part of our business plan and ensures that we effectively manage all customers on and off site in order to decrease the chance of crime and disorder.
C) Public Safety
Public safety is of a huge importance to everyone in the community and to Boozy Juice. I will aim to keep the public safe by promoting responsible drinking at all points. I will advertise this on our social media accounts and have signs outside the premises for anyone that pays for collection orders. I will have the ABV % printed on the alcoholic beverage and on all platforms associated with my brand to continue to promote responsible drinking. All bottles will have caps on them as well, to limit drink spiking as there has been a rise in cases of this in the last few years.
I will operate a strict zero drug policy on the premises in the interest of the public safety. All glass and bottles will be removed weekly for me to keep the premises clean and safe.
The premises itself is safe and secure with a locked heavy duty front door and has windows that can only open a certain amount to offer safety as well as ventilation. Very little noise will be made at the unit to disturb others so the noise exposure for customers and public will be virtually non-existent. All gas and electricity are PAT tested and regularly checked by the by a contractor I work with, so it is all in accordance with current guidelines. An appropriate fire evacuation plan will be in place, and emergency lighting to emergency exits is already in place.
D) The Prevention of Public Nuisance
In the location there is a small chance of our premises causing any public nuisance. The unit is in the Carlisle Enterprise Centre, which operates mainly through the daytime. This unit is hidden away down a side street, meaning it is secure overnight and will primarily be used in the evenings for production of our products and picking up delivery orders. The surrounding area is very quiet, being situated away from a lot of housing and other concerned parties.
There will be no light pollution caused by myself as I will operate only indoors. I will also create no odour and will not really make any noise for any of the activities, so the public will not be angered or disturbed by any of my activities.
The unit is always well insulated and secure. No queuing measures will be required, if people do come to collect, they will be asked to wait outside while I serve them. I have no outdoor areas attached to our lease and have no requirement or intention to use any, so no outdoor measures will needed.
Dispersal will also not be an issue as mentioned as no one will ever come on site as our primary method of sale is delivery. I have adequate facilities on site to dispose of any rubbish, including glass, to limit mess in and around the area. This will be collected on a bi-weekly basis by the council on the locations waste collection days, to avoid a build-up of mess.
Traffic management will also not be an issue as mentioned people will be asked to wait in carpark on the very rare occasion that they are collecting, and there will only ever be me driving up to the unit for production. The noise from delivery and collections also should not be an issue as the car park is situated about 50 metres away from our unit. When I collect, I will park down there and walk up to minimise the noise made to neighbours.,
e) The protection of children from harm
I will do as much as it is possible to limit the harm caused to children via this product. Access to my premises will also be limited and no children will ever set foot on my premises.
When delivering or giving our collection orders, I will require a ID check from every customer. I will operate a challenge 25 policy in line with current government regulations and will tag all orders to an ID in order to keep track of the customers age when selling. I am the designated premises supervisor on site (Matthew Davison), and I hold a personal licence and I have had training on age restricted sales. There will be 18+ labels on all my bottles and on my social media accounts to let everyone know that our products contain alcohol and are not suitable for a Childs consumption.
In order to avoid proxy sales, I will limit the amount one person can buy, and only allow bulk orders in groups to make sure no one has enough to sell second hand. This will help to avoid sales to underage consumers. A record of refusals (Refusal Log) will be kept in the premises, for me to keep track on who has tried to buy as an underage. This will help us avoid selling to the wrong people.
