ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
(a) General
GROCERHUT is committed to promoting the four licensing objectives in all aspects of its operation. Our staff will be fully trained in responsible alcohol
sales, the legal requirements under the Licensing Act 2003, and best practices
to ensure a safe and responsible retail environment. Clear signage will inform customers of age restrictions and store policies regarding alcohol. We will maintain a log of staff training, incident reports, and ensure that policies are regularly reviewed and updated in line with guidance from the local licensing authority.
(b) The Prevention of Crime and Disorder
Alcohol will be stored securely and monitored via CCTV covering all entrances and sales areas. Proof of age checks will be mandatory for any customer appearing under 25. Acceptable ID includes passport, photo driving licence, or PASS-approved ID card. Staff will be trained to refuse service to intoxicated or underage customers. Any incidents will be logged and reported to the police if required. The store will maintain a good working relationship with local law enforcement to prevent crime or anti-social behaviour.
A tamper proof CCTV system will be maintained at the premises and shall be used to record during all hours that a licensable activity takes place on the premises and will be used to record images to assist in the identification of individuals during all hours that the premises are open to the public.
The images recorded by the CCTV system shall be retained in unedited format for a period of not less than 31 days (subject to the Data Protection Act 1998). These will be available for inspection by authorised officers of the council and any police officer. A member of staff trained on how to work the CCTV and be able to download the content must be on duty during opening hours.
The CCTV system must be maintained, and all equipment attached to it or the system dependant on it; in full working order and any failure (camera / system) is reported immediately to the Licensing Authority / police.
An incident book will be kept at the premise in which details of crime and/or disorder and refusals relating to the premises shall be recorded. The incident book shall contain the following details.
time, date and location of incident.
nature of the incident
names, addresses and contact details of persons involved and brief description. If unable to obtain name and address a full description of person(s) involved.
the result of the incident.
each entry signed by a responsible person employed at the premises.
The incident book will be reviewed at least weekly by a responsible person and any required incident will be reviewed with an entry on steps taken to mitigate the incident happening again.
The incident book shall be made available to police, or authorised officers of the licensing authority, upon request. Each entry shall be retained for no less than a period of 12 months from date of completion.
All crimes committed within the premise must be reported to the police.
The premises will have a zero-tolerance policy towards drugs misuse.
(c) Public Safety
The premises will be kept clean, well-lit, and free from hazards, ensuring safe access for customers and staff. Fire safety procedures, including extinguishers, clear exits, and emergency plans, will be in place and regularly reviewed. Staff will be trained in basic health and safety practices, including handling alcohol responsibly and preventing accidents around the store.
A fire risk assessment will be completed to the satisfaction of Cumbria Fire & Rescue service.
All firefighting equipment will be maintained in good working order.
All fire exits will be always kept free from any obstructions, and no locks will be used, unless approved by Cumbria Fire and Rescue Service.
All spillages and breakages within the premises will be immediately cleaned and signed by staff in a record kept for that purpose.
(d) The Prevention of Public Nuisance
As alcohol will be for off-sales only, there will be no on-site consumption, reducing the risk of noise, litter, or anti-social behaviour near the premises. Signage will ask customers to respect neighbours and the local community. Delivery or collection times will be managed to avoid early morning or late-night disturbances.

(e) The Protection of Children from Harm
A Challenge 25 policy will be strictly enforced to prevent underage sales. Alcohol will be displayed in a designated area, away from products targeted at children. Staff will be trained to recognise signs of underage purchasing attempts and how to refuse sales politely and legally. Records of refusals will be maintained to monitor compliance and staff performance.
Children under the age of 14 will not be allowed on the premises after 21:00.
